Privacy Policy
1. Introduction
The Department of Education – Division of Zamboanga City Learning Management System (DepEd ZC LMS) is committed to protecting the privacy and personal information of all its users, including students, teachers, school personnel, and administrators, in full compliance with the Data Privacy Act of 2012 (Republic Act No. 10173) and its Implementing Rules and Regulations.
This Privacy Policy explains what personal information we collect, how we use and protect it, how long we retain it, and the rights you have regarding your personal data.
2. Scope
This policy applies to all users of the DepEd ZC LMS platform, including:
Students enrolled in modules through the LMS
Teachers and Instructors who create and manage learning materials
CID (Curriculum Implementation Division) Personnel and Administrators managing the platform
Members of the public who access publicly available pages of the website

Full name (first name, middle name, last name, suffix)
Learner Reference Number (LRN) — for students
Employee ID — for teaching and non-teaching personnel
Email address
Grade level
School assignment
User role (Student, Teacher, Administrator, CID Personnel)
Account status (active, inactive, or suspended)
b. Account Information
Username
Password (stored as a bcrypt hash; never stored in plaintext)
Email verification status and timestamp
Date and time of last login
Password reset tokens (temporary and hashed)

c. Academic Information
Course modules enrolled in and enrollment status
Learning progress and completion timestamps
Time spent on learning modules
Quiz responses and scores

5. Purpose of Data Collection
Your personal information is collected and processed for the following purposes:
Creating and managing user accounts on the LMS
Authenticating users and maintaining secure access
Delivering online learning materials and modules
Recording and tracking academic progress, grades, and quiz results
Managing course enrollment and access control
Generating completion certificates upon successful course completion
Sending system notifications, email verifications, and password reset communications
Processing and responding to help and feedback submissions
Generating administrative and academic reports
Maintaining system security and preventing unauthorized access
Complying with DepEd policies and applicable legal obligations
6. Legal Basis for Processing
The processing of personal information is carried out in accordance with:
Republic Act No. 10173 – Data Privacy Act of 2012
Applicable Department of Education (DepEd) policies and orders
Legal obligations of a public educational institution
7. Data Sharing
Your personal information is shared only to the extent necessary for educational administration with the following authorized parties:
Teachers and instructors with respect to their enrolled students
School administrators and authorized DepEd Division personnel
CID (Curriculum Implementation Division) personnel for monitoring purposes
Government agencies when required by law
We do not sell, rent, or share your personal information with any third party for commercial or marketing purposes.
8. Third-Party Services
The LMS utilizes the following trusted third-party service to support its operation:
Email delivery service (SMTP via Gmail) — used exclusively for sending account verification emails, password reset links, and system notifications. No personal data is shared with this service beyond what is technically necessary to deliver the email.
9. Data Security
We implement the following technical and organizational security measures to protect your personal information:
Password hashing — all passwords are stored using bcrypt hashing and are never stored in plaintext
Email verification — accounts require email verification before access is granted
Role-based access control — users are granted access only to features and data appropriate to their assigned role
Session management — sessions are tracked and expire after a defined period of inactivity
Activity and session logging — login timestamps and session information are recorded for security and auditing
Database security — data is stored in a secured relational database with restricted access
10. Data Retention
User account information is retained for as long as the account remains active within the system
Academic records, including quiz results, enrollment history, and completion records, are retained for educational administration purposes
Session and activity logs are retained for security monitoring and audit purposes
Feedback and support ticket records are retained for administrative follow-up and quality assurance
Temporary tokens (password reset, email verification) are invalidated immediately after use or upon expiration
Information no longer required is securely deleted or anonymized in accordance with applicable DepEd and NPC guidelines
11. Your Rights Under the Data Privacy Act
As a data subject under Republic Act No. 10173, you have the following rights:
Right to be informed — you have the right to know how your personal data is collected and used
Right to access — you may request access to the personal information we hold about you
Right to rectification — you may request corrections to inaccurate or incomplete personal data
Right to object — you may object to the processing of your personal data in certain circumstances
Right to erasure — you may request deletion of your personal data, subject to applicable legal and educational record-keeping obligations
Right to file a complaint — you may file a complaint with the National Privacy Commission (NPC) at www.privacy.gov.ph if you believe your rights have been violated

12. Children's Privacy
The DepEd ZC LMS serves learners including minors. We take additional care to protect the personal information of student users. Student data is collected and processed solely for legitimate educational purposes and school administration. Access to student records is strictly limited to authorized school personnel and the students themselves.
13. User Responsibilities
All users of the DepEd ZC LMS are responsible for:
Maintaining the confidentiality of their login credentials and not sharing them with others
Using the LMS responsibly and in accordance with DepEd policies
Ensuring that personal information submitted to the system is accurate and up to date
Protecting their accounts from unauthorized access
Promptly reporting any suspected security incidents or unauthorized access to the administrator
14. Data Breach Response
In the event of a personal data breach, the DepEd Division of Zamboanga City shall:
Promptly investigate the incident and assess its scope and impact
Take immediate steps to contain the breach and prevent further unauthorized access
Implement corrective measures to address vulnerabilities
Notify affected data subjects and report to the National Privacy Commission (NPC) as required by law
15. Changes to This Privacy Policy
This Privacy Policy may be updated periodically to reflect changes in applicable law, DepEd policies, or the features of the LMS. Any updates will be published within the platform. Continued use of the LMS following the publication of changes constitutes acceptance of the updated policy.

Terms of Service
1. Acceptance of Terms
By accessing or using the Department of Education – Division of Zamboanga City Learning Management System (DepEd ZC LMS), you acknowledge that you have read, understood, and agree to be bound by these Terms of Service. If you do not agree with any part of these Terms, you must immediately discontinue your use of the platform.
These Terms apply each time you access or use the LMS and shall remain in effect for the duration of your use of the platform.
2. Purpose of the LMS
The DepEd ZC LMS is an educational platform provided by the Department of Education – Division of Zamboanga City to support the following activities:
Delivery and access to digital learning modules and supplementary materials
Administration and management of online quizzes and assessments
Course enrollment, learning progress tracking, and course completion
Issuance of digital certificates upon completion of modules
Academic record management for students and teachers
Communication through in-platform notifications and system broadcasts
Help and feedback submission between users and administrators
The platform is intended solely for legitimate educational purposes authorized by the Department of Education.
3. Scope
These Terms of Service apply to all users of the DepEd ZC LMS, including:
Students enrolled in learning modules
Teachers and Instructors who create and manage learning materials and assessments
School Personnel and Administrators who manage platform operations
Members of the public who browse publicly available sections of the platform
4. User Accounts
To access most features of the LMS, you must register for an account. The following apply to all registered users:
You must provide accurate and complete information during registration, including your full name, email address, and applicable Learner Reference Number (LRN) or Employee ID
You are responsible for maintaining the confidentiality of your username and password and must not share them with any other person
You are solely responsible for all activities performed under your account
You must verify your email address before accessing the full features of the platform
If you suspect unauthorized access to your account, you must notify your school administrator immediately
The administrator reserves the right to suspend or deactivate accounts that provide false information or violate these Terms
5. Acceptable Use
You agree to use the DepEd ZC LMS responsibly, lawfully, and only for legitimate educational purposes. The following conduct is strictly prohibited:
Sharing your account credentials or allowing another person to use your account
Attempting to gain unauthorized access to other user accounts, restricted modules, or administrative areas of the platform
Uploading, distributing, or transmitting malicious software, viruses, or harmful code
Interfering with or disrupting the normal operation of the LMS, its servers, or networks
Uploading or posting content that is illegal, obscene, offensive, defamatory, or in violation of any applicable law or DepEd policy
Copying, reproducing, or redistributing learning materials, assessments, or other content without proper authorization
Submitting falsified academic work, answers, or identity information
Misusing access codes or enrollment mechanisms to gain unauthorized access to restricted materials
Using the platform for any commercial purpose, including advertising or solicitation, without written authorization
Harassing, threatening, intimidating, or abusing other users of the platform
6. Academic Integrity
All users are expected to uphold the highest standards of honesty and integrity in all academic activities conducted through the LMS. This includes:
Completing quizzes and final exams independently and honestly
Not sharing quiz questions, answers, or examination content with other users
Respecting any time limits, attempt limits, and access restrictions imposed on assessments
Following the instructions of teachers and administrators regarding module requirements and assessment rules
Not misrepresenting academic results or progress records
Violations of academic integrity may result in account suspension and referral to school disciplinary processes in accordance with applicable DepEd policies.
7. User Content
Users, particularly teachers and administrators, may upload content to the platform including learning materials, thumbnails, lesson attachments, assessment media, and feedback reports. Regarding uploaded content:
You retain responsibility for the accuracy, legality, and appropriateness of any content you upload
Uploaded content must not infringe the intellectual property rights of others or violate any applicable law or DepEd policy
The administrator reserves the right to review, remove, or restrict access to any content that violates these Terms or applicable policies, without prior notice
Feedback and help ticket submissions, including any attached media, are submitted for administrative review and support purposes
8. Intellectual Property
All learning materials, assessment content, documents, system design, and other educational resources made available through the DepEd ZC LMS remain the property of the Department of Education or their respective copyright holders.
Materials accessed through the LMS are provided for personal educational use only
You may not copy, reproduce, redistribute, publish, or commercially exploit any LMS content without the explicit written permission of the rightful owner
Downloadable materials provided through the platform may only be used for personal study and educational purposes unless otherwise specified by the material's creator
9. User Responsibilities
In addition to the obligations outlined above, all users are responsible for:
Keeping their login credentials secure and confidential at all times
Ensuring that personal information submitted to the system is accurate and kept up to date
Treating other users, including students, teachers, and administrators, with respect and professionalism
Complying with all applicable school policies, DepEd regulations, and Philippine laws
Using the platform only through their own registered account and authorized devices
Reporting any security vulnerabilities, suspected breaches, or misuse to the administrator promptly
10. School Responsibilities
The Department of Education – Division of Zamboanga City will make reasonable efforts to:
Maintain the availability and reliability of the LMS for authorized educational use
Protect user personal information in accordance with the Data Privacy Act of 2012
Apply appropriate technical and administrative security measures to the platform
Provide educational services, learning materials, and assessments through the LMS
Respond to reported technical issues, feedback, and support requests through appropriate channels
However, the administrator does not guarantee uninterrupted availability of the platform. Temporary interruptions may occur due to scheduled maintenance, system updates, technical failures, or circumstances beyond the administrator's reasonable control.
11. Privacy
The collection, use, and protection of your personal information are governed by the DepEd ZC LMS Privacy Policy, which is incorporated into these Terms by reference. The Privacy Policy describes in detail what information is collected, how it is used, and the rights available to you under the Data Privacy Act of 2012 (Republic Act No. 10173).
By using the LMS, you also acknowledge and agree to the terms of the Privacy Policy. You may access the Privacy Policy at any time through the footer of this website.
12. System Availability
Scheduled maintenance may temporarily interrupt access to the LMS. Where possible, advance notice will be provided through system broadcasts or notifications
Emergency maintenance or urgent security updates may be applied without prior notice
The administrator is not liable for any loss or inconvenience caused by temporary service interruptions resulting from maintenance, technical failures, or events beyond its reasonable control
13. Suspension or Termination of Accounts
The administrator reserves the right to suspend, restrict, or permanently terminate access to the LMS for any user who:
Violates any provision of these Terms of Service
Misuses the platform or engages in conduct contrary to its educational purpose
Attempts unauthorized access to the system or another user's account
Engages in academic dishonesty, including manipulating quiz or exam results
Disrupts learning activities or the experience of other users
Provides false account information or impersonates another user
Account suspension or termination does not preclude further disciplinary action under applicable school policies and DepEd regulations.
14. Limitation of Liability
While the administrator makes reasonable efforts to maintain the reliability, accuracy, and security of the LMS, it shall not be held liable for losses or damages arising from:
Internet connectivity issues or network disruptions beyond the administrator's control
User negligence, including failure to secure login credentials
Device failures or software incompatibilities on the user's end
Unauthorized access to an account resulting from compromised or shared user credentials
Temporary service interruptions caused by maintenance, updates, or technical failures
Nothing in these Terms limits the administrator's liability in a manner that is prohibited under applicable Philippine law.
15. Changes to These Terms
The Department of Education – Division of Zamboanga City reserves the right to update or amend these Terms of Service at any time to reflect changes in applicable law, DepEd policies, or the features and operations of the LMS. Updated Terms will become effective upon publication within the platform. Continued use of the LMS after updated Terms are published constitutes your acceptance of those changes.
16. Governing Law
These Terms of Service shall be governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to:
Republic Act No. 10173 – Data Privacy Act of 2012
Applicable Department of Education policies, orders, and regulations
The Cybercrime Prevention Act of 2012 (Republic Act No. 10175), where applicable
Other relevant laws and regulations of the Republic of the Philippines
Any disputes arising from the use of this platform shall be subject to the jurisdiction of the appropriate Philippine courts and administrative bodies.
